Exporting in WSSv3 with the -includeusersecurity parameter

I have been using the STSADM command in WSSv3 but have
come across something that does not make sense to me and could possibly
be an issue. What I'm trying to do is very simple. I have one top level
site with many many sub sites. I need to make them top level sites. So,
I'm exporting a sub site and importing it into a top level site.
All this works. The issue is with the -includeusersecurity parameter.
What I thought it would do is basically go ahead and export your sub
site security and then import it to your new site. What it is doing is
exporting all user securities from the top level site which would
include the securities from all the sub sites. In my case that would be
thousands. I need to be able to export the site but only its own
security settings and not everyone else's.

Security in a subsite  is actually a combination of things defined in the top
level site  and things defined locally. What you are seeing is by design and I
don't think there is a way to change it.

Are these sites  set to inherit, or have you broken the hierarchy to set
permissions at the subsite  level? If the former, I'm not sure you can
exclude the inherited security  without creating a custom stsadm  command.
