Explorer View Problem

All of our Internet Explorer are version 6.0 but anythime someone tries to do an Explorer View on a Document library they get this error:

Explorer View requires Internet Explorer 5.0 or greater and Web Folders.

WebDav is enabled on the IIS server.

Additional information: This is only a problem  when accessing the FQDN; e.g. https://FQDNofServer/Topics/Document%20Library/Forms/WebFldr.aspx If we go to https://NetBiosServername/Topics/Document%20Library/Forms/WebFldr.aspx then everything works.

Just a guess, but try putting the FQDN in the Trusted Sites zone.
