That is the way workflow is designed. Each workflow runs in the context of
an individual item. If you are going to start the workflow manually you
will need to start an instance of it on every existing item in the list.
SharePoint 2010 introduces the concept of a site workflow that can be setup
to process multiple things within a site, but that's not available in
SharePoint 2007.

When I have to do this I create a single-line text column on the list and
set the workflow to automatically start when an item has changed. I then open
the list in Datasheet view. I put a character in the first item I want to start
and then I use the control at the corner of the cell to drag that character down
through the items I want to start. When the workflows are started you can then
set the workflow back to only manual. Then you can delete that column when you
are ready.

Don't you also have to take care to prevent infinite re-starting of the WF if
the WF is changing a field in the list?

I guess it would depend on what the original workflow is doing...if memory
serves we added two values or something like that. The resulting variable got
put back in the item and then we checked for the first value at the beginning of
the workflow. It worked for us, though now I don't remember what the exact
answer was.
