EventData field not becoming NULL in eventcache table

I have been experiencing issues with the user-subscribed alerts.
Users could subscribe to list/document alerts no problem, and get an
alert of subscription, but then the actual alerts would be
inconsistently sent to them.

I have tried a number of different methods to resolve this:
- Restarted Timer Service, re-entered account credentials for Timer.
- Disabled, then Re-enabled immediate-alert properties using STSADM.
- Disabled Anti-virus.
- Restarted server.
- Reset IIS.
- Updated alerttemplates using STSADM.

During this whole time, I could see events get cleared from
EventCache in terms of the EVENTDATA field, but never consistently
sending alerts.

So, in my last attempt, I actually cleared the Eventcache and
Eventlogs table using TRUNCATE table. Then I updated the
alerttemplates, and restarted the alert properties.

Now, nothing in the eventdata fields in the eventcache are clearing.
Any ideas on how to resolve this?
