Error on web app restore to new hardware

I am doing a test migration from one farm to another. The source farm is one
server with a SQL backend. The new farm has 2 WFEs, 1 App server, and cluster
SQL backend.

I am doing the backup/restore using the web interface.
The back works without an issue. On the restore though I am running into
issues. The web app is getting created on the app server (it is setup as WFE
too, but will not be under the load balancer) but fails with the following
conflict on the WFEs

From here the databases start restoreing without a problem. When I view webs on
the 3 servers the app server has the web created, but not the WFEs. Any idea
what the problem is?

The really odd thing is I did this once before on the same hardware with no
problems. But we decided to change from 32bit to 64bit OS, so the new servers
were rebuilt and now this.
