Error in upgrading to service pack 1

I upgraded my system to WSS SP 1 and SPS SP1 and now I am getting a 500
error. Additionally I cannot connect to my configuration database. It
is giving me the following error:

"Connecting to a configuration DB that Microsoft Office Sharepoint
Portal Server 2003 did not create is not supported. Connect to a valid
Sharepoint Portal Server Configuration database or create a new
configuration database"

I found a Microsoft article (http://support.microsoft.com/default.aspx?
scid=kb;en-us;841216) that talks about the 500 error and we tried
everything on there but it did not solve the problem.

Does anyone know why I'm getting this or how to fix it???

I am not sure why you are getting that message, maybe there is something
missing in one of the database  tables or some stored procedures missing
which makes SPS think that the config database is no longer valid. If
you have another SPS farm elsewhere you can compare to see if the stored
procedures match for both Config databases.

Something that might fix it is to create a new Config DB by following
these steps:
Unextend the VS but do NOT remove the databases
Disconnect from the Config DB
Create a new Config DB
Choose to restore your portal and specify the SPS DBs that should still
be present on the SQL server.

I tried creating a new config db but it gave me an error  when I
tried to restore the portal site.
