Error: Page cannot be displayed, when accessing the portal

I am getting No Virtual Server Error when trying to create a portal.

When trying to access a portal named "mstest" which was already created it
gives error: "Page cannot be displayed".

Server information:
SharePoint 2003 Sp2, Windows Server 2003 SP1

SQL Server 2000 SP3, Windows Server 2000 SP4

Here are the snapshots which would provide better explanation of what
exactly is going on.

I am struggling from the past 3 days to make it a success.

If I plan to create another portal I get this error:

No Virtual Server Error:

I had even checked in the central admin console checked the link to
configure virtual server settings

I can find two servers:

Default http://blr2r04-5d/

mstest http://blr2r04-5d:1105/

But when trying to access the same I get "page cannot be found"

Here is my IIS Settings as for now, mstest is a portal that I had created
but there was no virtual server that was created automatically therefore I
had gone ahead and created a virtual server with the name of "mstest" with
port as 1105.

When I had checked with Event viewer I can find warning message with event
id: 3036

check the application pool identity , and ping the ip address from you
machine(where you want to access  the site).
