Error coming in configuring Single-sign on in SPS 2003

We have installed Windows 2003 Advanced Server on one machine along
with SharePoint Portal Server 2003 ( with Windows SharePoint
Services [Come with the Installation of the SPS 2003] ). As SQL
server 2000 was without pack 3a was giving problem while installing
on the same machine we are using Microsoft SQL Server 2000 DeskTop
Engine which comes along with the installation of SPS 2003 as a
database server. For connectivity we have SAP .NET Connector 2.0

The problem we are facing is that while configuring single-sign on
through SharePoint Portal Server Single Sign On Administration first
we have to set up the Single Sign-On Administrator account and
identify the database used to store the Single Sign-On credentials.
But while doing this error is coming as

"A Single Sign-on error has occurred. Please contact an
administrator. Details: Could not find domain controller for this

And in event log the thing logged is "User CTS\110462 failed to
configure the single sign-on server. The error returned was
0x80070995. Verify this account has sufficient permissions and try

As this thing is not being set we cant move further other links are
disabled by which we can define the enterprise application

Can anyone tell why this is happening? Is this due to Microsoft SQL
Server 2000 DeskTop Engine which we are using instead of SQL server
