Error when applying SQL 2005 SP3 to reporting services - setting sharepoint exclusion path

Install error for SQL 2005 SP3 on reporting services from install summary file:

Error Number              : 29528
Error Description         : MSP Error: 29528  The setup has encountered an unexpected error while Setting reporting service and share point exclusion path. The error is: Fatal error during installation.

Here are the troubleshooting steps already attempted:

- Set default website port to 80, left ip unassigned
- Set default website port to 80, changed to actual ip, changed Intranet to 8080
- Set default website to port 80, left ip unassigned, stopped all websites
- Same as above but stopped iis entirely as I read app pool may have been issue
-rebooted, stopped rptg service, etc.

Error number 29528 can be due to many reasons.

Can you reboot the PC/virtual server to check if it helps. (social.msdn.microsoft.com/.../)
