ERROR: 1572894 The server connection timed out. 12030

I'm trying to restore a site to a new Content Database in WSSv2.
I'm using the smigrate utility because it was a subsite that needed to
be moved to its own Top level site.
I have backed it up successfully but I'm getting the following error
below every time I try to restore it.
It always seems to be happening 6 minutes into the restore process.
Any help would be greatly appreciated.

How large is the FWP file? Make sure it's smaller than the max upload size set
in Central Administration.

You might check for the ExecutionTimeout value in your web.config file. You can
read about it here, msdn2.microsoft.com/en-us/library/e1f13641.aspx. If
there's a value there (I can't remember if there is or not) and it's around 5 or
6 minutes, increase it. If there's not one there, add one and make it longer
than 5 or 6 minutes.
