Enumerate user permissions

Within SharePoint 2007, when looking at Groups, there is an option to
view group permissions. I'm looking to have the exact same option for
users. So, given a user, I would see all the locations within the
collection where the user has been granted permission (preferably as
part of a group OR directly) along with the permission level granted.

What tools or web parts are available (either for free or for purchase)
to do this?

I know DeliverPoint can do it along with a slew of other things, but
don't want to pay 6K for a solution.

There is no way to do this out of the box. I believe there are one or
two competitors to DeliverPoint that may do this, but I suspect you will
pay just as much. The only inexpensive way would to be write your own.
And I'm not sure that won't turn out to be pretty expensive too.

I know that a product called Universal SharePoint Manager can do this.

http://www.codeplex.com/AccessChecker would surely help you what you are
looking for.
I know many ppl out there would want to have such a webpart/feature to be
installed which helps site admins to find user  permissions at granular level.

DeliverPoint :Permissions now has a free release which includes discover
permissions. The Registered License does NOT expire and makes available the
