1) Yes, subwebs can use different master pages than their parent

2) Yes you can remove web parts that show up in the default

3) I believe you can. It would be in the web part settings. Not
sure of the exact place.

4) I would think this would work, but I'm not much of a coder, so
I'll let someone else give a better answer.

1) It depends what site template u're using and what subsite u create. in
most cases u can use different master pages for different sites.

2) suppose u're admin, click SiteActions / site seetings / modify all site
settings / web parts in galleries section, or just type in
http://servername/_layouts/settings.aspx in url and pick up web parts.
you see all web parts then click the edit column of the one u want to
remove ... you'll see delete link ...

3) similar to 2) click new in menu then u upload and populate your new
web part then edit it to display the title or not.

4) did u mean u add some codes in a file which calls master page and it
won't work as expected?

Have you considered investing in a good SharePoint introductory book?
They answer a lot of the functionality questions you might have.

Anyway, yes, web parts can be moved and added. Moving them involves
either drag/drop in IE or changing the zone property.
