Enabling Server Publishing Infrastructure

I'm trying to enable the Server Publishing Infrastructure feature and I'm
getting the following error message:

Cannot complete this action.

Please try again. at
Microsoft.SharePoint.Library.SPRequestInternalClass.GetFolderContentTypeOrder(St\
ring bstrWebUrl, String bstrFolderURL, String&pbstrContentTypeOrder)

I've done some research but have not been able to find the solution.
