Enable Layout setting for users

When you log on as coordinator in the upper right of the screen you
see the Content, Layout, Settings, Help. When you log on as anybody
else you only see Help. I want to be able to give the users the
ability to change the layout screen. Does anyone know how to add the
Layout to the upper right hand of the screen for the ordinary users?

Even if you change  the style sheet to show the Content, Layout and
Settings link, unless the user is a workspace coordinator  they will
probably get an error when they try to save the changes. Also by
allowing this , one user can make a change to the dashboard, another
users will get the change, then that user can undo and make more
changes. Basically everyone gets what the last person decides should be
on the dashboard including colors and graphics.

I was hoping each user could have
personalized layout  settings like MSN, etc...

Personalization is not one of SPS v1's strong point.... There is talk
the V2 will do it better...

Each user can have their own personal dashboard similar to MSN, but the
DMS portion of SharePoint cannot be personalized. Like Darrin stated
below, anything one user do to the DMS, everybody else will see.
