Embed tag in a document library

In my ongoing search to find a solution to the issue of getting AutoCAD drawings
to work properly, one of my colleagues offered up a unique solution. The
problem is that we are going to need to add an <Embed> tag to our document
libraries so that we can add our own ActiveX control or correct the behaviour of
the default ActiveX that ships with the DWG viewer. Where would we go to add
this tag so that it is included in all of our current document libraries, and
make sure that it is included in any new ones that we create. I looked a little
bit at the Document Library in the Features folder, but I want to make sure I
don't break any of the functionality that we already have and I was hoping I
could count on the expertise of the people in this group to make sure it goes in
the right place. Ideally, if we could change the behaviour of the hyperlink in
document libraries for the Autodesk file types to embed tags, that should
resolve the problem. I don't
know if changing it for all files would create a problem or not, but I would
prefer not to make such a change. If it is in the features folder where I need
to make this change, I would also like to know how I would propogate that change
to document libraries that already exist as well.
