Embed HTML pages

Does anyone know if it is possible to embed a full HTML or ASP pages into
the portal page? For example, I would like to insert a link on the portal
page to an html document. Once the link is clicked, the content pulls up and
the search, tabs and headers are still there.

you can make a separate dashboard with a single webpart in it
and then point the get content property of the webpart to the webpage you
had created and then point url link from the portal page to this dashboard
page

Does anyone know of a way to retain the tabs of the home page on every page
that is viewed by the users?
In other words, I would like for my users to always have the ability to jump
to any tab or search at any moment. The way it is currently, once you view a
piece of content, you lose all navigational elements of SPS.
