I'm trying to send an email to a Shared Document library within Central
Admin.

I get the error "Failed to look up string with key
DistributionLists_alias", keyfile core

I pulled up the file specified in the log:

C:\Program Files\Common Files\Microsoft Shared\web server
extensions\12\TEMPLATE\XML\BASE.XML

I opened up core.resx, and sure enough there is no string
DistributionLists_alias in the core.resx file.

I compared with a working installation of MOSS and it doesn't have it
either, but I did notice several differences in the core.resx that I was
not responsible for.

What processes modify this file? Does it have to do with the version of
MOSS I install? Is this only related to the Central Admin App? Has
anybody else experienced this problem?
