Electronic User Acceptance on Documents suggestions

Our HR Department has created a computer usage policy and would like
me to provide functionality for employees to electronically accept
that they have read and understood the policies. They would also like
to have the ability to generate an on demand list of those
employees(AD accounts) that have not accepted the policy. This
functionality would need to be used for any new policies they create.

I would like to integrate this with SharePoint since it already
captures login user information using AD. Does anyone have any
suggestions on how to accomplish this?

I sent a long reply to this one yesterday. Looks like it never got
posted. I'll try and remember what I wrote.

I've just spent several months creating a policy  system for our company.
The functionality  you mention is also something I've added to our
system. I simply used the OOB collect feedback workflow.

1. on your doc library, in the settings, workflows, turn on the collect
feedback workflow, and set to parallel instead of serial. create  a
custom task list, and a custom workflow history list  for this wf.
2. When you want to gather "approvals" on a document, just kick off the
workflow from that document, and put the whole list of users in there to
send it to. It will automatically create a separate task for each user
in that list. 3. As long as you have automatic emails turned on from
the settings of the new task list, then all of the users will receive
their new task in an email. They will receive a link to that document
in the task.
4. Tell them to "Send Feedback" to say that they've read  the policy.
This will automatically complete the task
5. As far as gathering a list of people who haven't responded: Go to
the new task list, and simply create a view that contains all of the
uncompleted tasks.

For some reason it is not emailing the users I specify; however, it
sends me an email notifying me that the workflow is started. I
checked the list  settings and it is set to send email when ownership
is assigned. Do you have any ideas on why its not emailing?
