Editing System Categories on Adding a new document profile

While adding a new "Document Profile", how can we edit the values of
the system category list? ie, if I am adding a new document profile
and selecting the "Categories(System)" ,there exist no way to select
a specific category for that document profile.

Because of this, when the user uploads a document from the client
interface he can place the document in multiple categories , which i
want to restict..

Is there any way to provide this functionality? IS there any way to
add security properties to the Category level otherthan the folder
level?

1. All properties, once created, can not have the value type altered.
2. Security is a function applied to folder and document  objects. It can not be
applied to properties.

By design there is no way to restrict or limit usage of certain categories
or prohibit users from selecting  multiple categories  when publishing a
document.
Instead you may want to review you taxonomy design and rather make
extensive usage of custom lists that can be applied to the relevant
profiles. Those profiles may again only be applicable to certain folders,
based on expected security  politics.
