E-mail Alert has the wrong URL in it. How does it get changed?

Our URL for our SharePoint site was recently changed. Now the e-mail alerts are
pointing to the old URL and not the new URL. Where can this be changed?

You need to download and install the SharePoint Administration Toolkit from
Microsoft. You can get it here:

After installing the toolkit you will have access to a new STSADM command
called updateAlert. You can use this on the command line to update alert
links in a specific site  collection. You can read about it here:

This needs downloaded on to the server where the SharePoint is being run from
correct? I'm a user admin without access to the actually server.

Yes, STSADM has to be run on the SharePoint server itself.
