Document Tracking

I need truly need advice on this....Is it is a good idea to build a document
tracking for a review of over 100 Old SharePoint sites? or is there a tool
already for to review the process of Old SharePoint sites?
This would be used to identify who the owner of the site is, identify what is on
the site already, and creating a sign off.
