Document review

I'm looking to set up a process by which a group of documents is uploaded to a
document library, reviewed by committee and then archived.
I have a few questions and any help would be appreciated. First, what is the
best site template to use for this? Would a team site suffice or is there a
better choice? Second, if I have a committee and I put members in a group
(SharePoint group), can I then assign that group a workflow task ? Will the
task complete when all members of the committee have completed their review, or
do I have to enumerate the membership and assign a task to each individual?

Do you have the fabulous 40 applications from MS installed?
If so, you may want to try out the document  site templates and see which one
fits best in your situation. Certainly the stock team site  allows for
collaboration, but if you are doing documents  a document site might be better
and have those stock routing workflows that you can turn on and use.
