Document library vs workspace creation

Is there any way to allow creation of document libraries in a site but
not allow creation of document or meeting workspaces? We don't want the
users to be able to create their own workspaces for documents or
meetings as that can get downright unruly but I can see allowing them to
create their own document libraries to be okay. Or must I turn off all
functionality here and just give them a default document library? Any
