We want to create a validated read-only environment within SharePoint
for our regulatory documents. Currently our company has regulatory
documents scanned as TIFF images into a records management system
(Smeadlink).

The problem is the TIFF images are linked to the chapter headings
within each document. The structure looks like this:

Reg Document 1
Reg Document 2
Reg Document 3 and so on..

If you click on Reg Document 1 to open it, you see:
Cover Letter
FDA Form 1572
Table of Contents
Chapter 1
Chapter 2 and so on..

If you click on a section, you will see the TIFFs for only that
section.

I know I can create and export an Excel list of regulatory documents
to create a document library in SharePoint but that won't export the
chapter headings and we need them to link the TIFF images. We really
don't want to scan all these documents again.

Is there a way to create the structure for a document library so you
can open up a document to show it's chapter headings?
