Document Library Settings

Is there any way to have the document library default to force checkout as well
as enabled major and minor versioning?

Both these settings are disabled by default.

Yes,There is one way to do.Create document  Library with the normal
Template and set the major/minor versions and also the check out.
Save this Document Library as Template ...For the next time you
create the Document Libarary using the above template.Then you will
get those settings  set by default.
