You can refer a link of a doucment located in a doc
lib to any other locations. Use "submit to Portal" and
change the location of the doucment.

You can also use Event Sink (of course you need to write some handlers fo this)
to get this thing done.

I tried the following and it works:

1. Run Windows Explorer
2. Under "My Network Places" run the "Add Network Place" wizard
3. For the location field, enter the URL of the document  library.
Save the folder shortcuts in Windows Explorer. Do this for the
source and destination document libraries.
4. Now simply drag-n-drop between the folders.
5. This works on libraries that are under version control.
