DocLib Permissions: MetaData vs. Content

Can I have different permissions on a DocLib's meta data compared to
the permissions on its content? E.G. Group A can only read any meta
data on the DocLib while Group B can create & edit content?

Or is this the equivalent of permissions different by column in a
standard or custom List? (for which I know the answer).

Actually I'm interested in a Forms Lib but I assume it is the same.
