How do I - Display Empty Dataset before Form Filter Submit

I have been trying to determine how to create a user directory that
returns no records until the form query is submitted.

The INPUT PARAMETER to the form field is only read and used as a
filter after the page renders and a submit is done.

My idea... put a condition in the Data Query Editor to filter on a
non-useful value unless the form input is not empty.

Example using data input:
<dsp:Where xmlns:dsp="http://schemas.microsoft.com/sharepoint/dsp">
<dsp:Contains>
<dsp:FieldRef Name="dir_lname"/>
<dsp:Value Type="xsd:string">
<udc:ClientParameterValue
xmlns:udc="http://schemas.microsoft.com/data/udc"
Name="filterParam"/>
</dsp:Value>
</dsp:Contains>
</dsp:Where>

This is what I want to add as the default to the if or when condition
<dsp:Value Type="xsd:string">123</dsp:Value>
