I'm able to create custom content types in MOSS 2007, but how do I
display them in the document library under the "New" menu?

In Document Library Settings, Advanced, select 'Allow management of content
types?'. Choose OK, then your library settings should now display  'Content
Types'. Next 'Add from existing site content  types'
