Few options…

http://www.corasworks.net (look for roll up web  part info)

Finagle it via page  viewer web part.

Is this an option using SharePoint RPC Services
but it wasn't too difficult to write a web  part for it, just get a web context of the top portal, get the
SPWeb web = new SPSite("URL, don't hard code").OpenWeb();
SPList slp = web.Lists["Announcements"]; //Example
SPListItemCollection splc = spl.Items;
foreach( SPListItem spItem in splc)
{can do something here...}

I have used Bluedoglimited's Syndication Generator to create a RSS feed and Smiling Goat's RSS Feed Reader to accomplish this by generating a RSS Feed for the Announcements on the corporate top level portal and used the Feed Reader on each of the Department Team Sites.

I would use a DVWP calling into the Lists.asmx Web Service for the
remote Announcements list.
