Discussion Document Model?

Our 350 person company is beginning to pilot SPPS '03 with plan to
deploy company-wide next year. We're trying to determine best
approach for designing a discussion-document model in SP, utilizing
Outlook for attachments/URL references and alerts. Site teams will
need to create, add and discuss an individual document and, in some
cases, either when the doc is created/uploaded, or after it's been
worked on by only site team, the document and related discussions
will need to be available to non-team users at teamsite and/or portal
levels. Our pilot user group prefers the functionality and look 'n'
feel of sitewide Discussion boards (instead of the doc
specific "Discussion in/about a Document" functionality).

At this point, tentative plan is to have the author add doc to a site
library and then create a Document Workspaces where (1) files will be
sent via shared attachment in Outlook 2003 and (2) document centric
discussions can take place. Alerts will be managed directly from SP
site or in Outlook--still unsure which way is better.

Related to the above, there may be situations where we want to have a
single discussion about multiple documents. In this case, we'll
probably need to add add'l documents to an existing Doc, create a new
team site (e.g. Meeting workspace), or aggregate at the portal level.

Any thoughts on the above plan or parts of it? Has anyone implemented
a similar plan/process for managing threaded discussions that revolve
around single? Any good articles or documents about this subject?
