Disable MySite

i want to let some people ONLY who can make MYSITE and the rest cant,
so how can i do this?
if i have 100 User i just want to let 20 from them do MySite ONLY.

The way I've done this is to define a security group in Active Directory that
lists the people  who are going to have the permission to create a My Site.

Then, go to the Shared Services Administration page and click on
"Personalization services permissions". This is in the "User Profiles and My
Sites" section. You want to grant "Personal Site" rights to the security group
you've created, and remove that right from any other defined user or group that
should not be able to create a personal site.

1) The group that you need to remove is NTAuthority\AuthenticatedUsers.
That's the group of anyone who is authenticated by Windows.

2) You actually need to grant two permissions for the MySite to work
properly. The first is Personal Site, but you also have to give the group
personal features.
