Disable a List Item

I have posted my query couple of days back and i am re-posting this.

Is there a way to disable (not editable) a single record (row) in a given list
in WSS 3.0 ?

Secondly is there a way to alert the users if an item in a List is already
modified by another user. I want to have a small red color text warning message
on top of the page to indicate the users that the list item is modified.

Couldn't you create a new list  column and do some type of calculation between
the Date Created and Date modified  to see if there is a difference? If there
is, then you know that the item  has been modified.

As for the color  coding, I'll leave that to someone who may have already done

You should be able to set permission all the way down to the item  level in
lists. To do this, you will need to break inheritance from the parent site
and also the list. Then it should be in the properties of the item itself.
As for the warning  message on the top  of a page, you will probably need to
create a custom web part to do this, as I don't think there is a way to show

Hope this helps, and I will repost when I find the exact steps to set custom
permissions for item level.
