Disable editing of a specific web part on a page

I have a workflow that creates a sub-site from a custom site template
and then populates a Content Editor web part on the /default.aspx page.

This /default.aspx page contains an additional 3 Content Editor web
parts that the user can populate as required.

Is there a way to set the rights on a SPECIFIC web part so that only a
site admin can edit the contents, yet enable other users to modify the
other page web parts as needed?

The only way I know of to do that (since I'm not a developer) is in
SP Designer. But, this would apply to a whole web  part zone, and not
just the web part. So, if you are willing to put that one web part
in it's own zone, then here's how you can configure it:

1. Open the web part  page in SP Designer.
2. Right click on the web part zone, and choose Web Part Zone
Properties
3. Under "Browser settings for web parts  contain in the Zone",
uncheck all those boxes, or just uncheck "allow users  to change web
part settings for all users".

4. Click ok and save.

This will unghost the page, unfortunately.

Any time that web part needs to be changed, then you'd have to do it
in SP Designer from then on.

This might not be feasible for you, but it's all I could think of. A
developer may have a better solution that would involve code.
