Difference between the ECM Starter Kit and the Workflow Developer

Promoted by an earlier posting today, what is the difference between the ECM
Starter Kit and the Workflow Starter Kit for WSS 3.0/MOSS 2007? ...other
than the latter is for WSS 3.0 Beta 2.

For example, is the ECM Starter Kit a replacement for the Workflow Developer
Kit? ...or are they totally independent of one another? See below for
search results from the MS Download Center.
