Developing WebParts Environment

I want to know How to develop Web Parts for SharePoint Portal 2003,A
a developer I want to know:

- Can I develop Webpart if I am using Window 2000
- What is the software requirement in my System.

We have a networked environment where we have installed Windows 2003
and SharePoint 2003. But our development machines are on Windows 2000
and we also have a copy of Visual Studio .NET on the development
system. Do we need to have Win 2003 on development machine and which
version of .NET is required.
