Developing complaint application in SharePoint 2007

I am going to start developing complaint application in SharePoint 2007. Just to
know you idea and expertise regarding how should I go about that.

Like workflow implementation, what should be best practice, development
strategy, how to start etc etc.

i suggest you get your requirements right first.
after this look at what is provided out of the box according to your
requirements as this will reduce on your development time.
Look at the 40 templates and their features, see which can be customized easily
to get your system up and running
ive seen a lot of time wasted in re-inveting the wheel unneccesarily
