designing security access in sharepoint

We are evaluating if we can convert existing web application to sharepoint.
There is also a new security requirement that needs to be implemented.

Current web application utilizes security groups for permissions within the
tool. The security group you belong to determines which pages you can access and
which fields on the pages you can edit. Currently, users can access all deals
within the tool.

Now there is a new requirement to add an additional security layer for each
security group. If a user in group A creates a deal only users in group A can
view that deal. Users in group B cannot see the deals in group A. Still need a
super group that can see all deals regards of group (could possibly use an
existing group). Only apply this rule to deals created as of the implementation
date of this new functionality. Any details created prior should still be
visible to users regardless of group. Any deals created after follow new logic.

Would it be easy to implement this in SharePoint? How would we implement this?
Any guideline would be much appreciated.
