deploy .stp to a site collection

I modified an existing team site to create a custom team site template. Now i
have a .stp file whihc I saved locally.

I want to deploy this .stp file to a Site collection in another environment
without running stsadm commands.

This is because the deployment team does not allow any updates to the FARM. They
only allow deployments to a particular site collection. How do I deploy this
.stp file to that site collection without the stsadm commands??

Pull up the top level site  of the site collection. Click on Site Actions->Site
Settings->Site template  gallery. Click the upload button and upload the .stp
file to the gallery. That template will now be available to create  child sites
in that Site Collection. The only problem would be that the destination site
collection needs to contain all the content types, web parts, etc that were used
on the original site. Otherwise you'll have issues when you build a new child

The above procedure works for creating child sites in existing  site collections.
If you want to use the .stp to build a top level site in a new site collection
you need to be able to run an STSADM command. There is no other way.

I have a question. Is there any
other way to do it other than manually uploading the template  to the site
collection gallery? Is there a solution package that I can use to package this
custom template and my content types etc and give that to the deployment  team??
If there is another way, do let me know. If you see any useful articles please
sned them my way.

You can always package the .stp file  as a Module Feature and then package the
Feature in a WSP. But installing a WSP or a Feature requires using STSADM.
