We have a problem with a MOSS installation that gives a delayed
download of image files, around 15 seconds.

It has not been a huge problem up till now as the problem gets
neutralized by the browser caching the images locally for the user.

But since a week there is one web application that has started to
behave even stranger. The HTML code of the apge is not released until
after 15 seconds similarly to the images, which basically makes
Sharepoint useless.

Does someone have a clue of what can cause this issue?

We have been going through all the settings of the IIS but to no avail.
