Default Quota not applying to MySites

We are experiencing something that has us a little perplexed. In the
general settings for our Mysite application, we specified a default
quota template named "Personal" that limits growth to 15 MB. My
assumption here is that any "new" my site collections will use this
setting and automatically apply the quota template to the new My Site
collection. That's not happening. Have anyone noticed SP not applying
this to new site collections?
