Dbase migration from one server to another

We were testing dbase backup/restore from one test mc to another.

We followed steps that we found in one of the doc, pl see below

When we try to make site available using CA ( when try to set "Site Lock
Information " to No Locked ) , when we try to select our website, we get error
message "No Selection".

Have you reviewed the ULS logs to see if they give you a hint as to what the
issue may be?
