If I want to move databases to a different drive, can I just shut down
SharePoint, detach the database, copy the files, attach the database and
then restart the services?

Yup. SharePoint only cares about the SQL instance and the database
name. You can put the databases  wherever you want just as long as they
respond to the same SQL instance and database  name. You just need to
make sure you reattach them in SQL, there's nothing to do in SharePoint.

Anyway I wanna know about the performance issue when running WSS 3.0 on SQL
server 2005 and SQL Server 2000.
