Customized List

If I customize a list at a parent site, can I migrate it down to the
sub-sites? If so, what are the steps in completing this task? I've
attempted to use Front Page, but it doesn't copy over successfully.
I'm sure it has to do with referential integrity.

You can use "Modify settings and columns" on any list  or document
library to create a list template that can be reused in other sites. But
SharePoint does not currently have any means by which a change in one
list (like the addition/removal/alteration of a column) can impact the
structure of other lists, even if they are based on the same list
template. You will either need to manually or programmatically deploy a
change like that.
