Customization and Branding WSS 3.0

Can I brand my WSS 3.0 site without using SharePoint Designer 2007?
Can somebody point me to best practices for branding a sharepoint site?

You can brand your site  using Notepad if you really want to. To do that
you would download the master page you want to use from the master page
gallery, edit it in (I would use Visual Studio), and then either
re-upload it or deploy it with a Feature and Solution. The one downside
to doing it that way is that the only WYSIWYG editor is SharePoint
Designer.

What most people do is edit the master page using SPD and then export
the page to the file system. Then re-deploy it using a Feature and
Solution.
