"Custom" tab missing from create sites page

Did an stsadm -o backup and restore yesterday and noticed this when
trying to create a site from a template..
I can navigate to the site template gallery from the SharePoint UI and
see the templates in the gallery, but when creating a site, either
through the UI or stsadm, it doesn't work; I cannot see the "custom"
button and when I try using stsadm, I get an error saying that the
template I choose doesn't exist.

If it's in the site  template gallery  then it's restricted to that Site
Collection. Are you trying to use it when creating  a web in that site
collection? STSADM will only show site templates  that have been added to
the Farm with STSADM. It will not show the contents of each site
collection's Site template  Gallery.

I am trying to use it when creating  a site  as part of that site collection..
I understand what you are saying as far as the stsadm  is concerned..
I probably didn't mention this in my initial email, but the template  I want to
use was created AFTER the restore  was done, it wasn't present in the ST Gallery
upon backup...just to rule out any sort of corruption in the backup/restore
process.

Was the original site  collection that you backed up a Publishing site
collection? If so, go to the parent site where you are trying to create  the
site and check the Site templates  and Layout Pages link under the Look and Feel
column of Site Settings. In a publishing environment you can control which site
templates show up at what level using this setting. It may just be that the
site templates are being filtered out.

Just tried that and got the following error  when clicking on the link to the
site templates  and page  layouts.
Content type
'0x01010007FF3E057FA8AB4AA42FCB67B453FFC100E214EEE741181F4E9F7ACC43278EE811' not
found

Did you go in and verify that Publishing Infrastructure and Publishing Features
are still turned on? I know when making certain types of backups you have to
reset publishing features after restoring.

They are all on..
And besides, didn't know that the publishing features had to do with the
template gallery.

The link to display or hide specific templates  only shows up in a publishing
environment. so the theory was that all the site  templates had been hidden in
the parent site and therefore you wouldn't see the custom  tab.

Since that doesn't appear to be it let me ask a different question based on the
error that you are getting. Was the backup  restored to a different server farm?
For example, moving from a dev environment to production? The error  you are
getting about the missing  content type may be due to a content type that was
created in two different farms using the User Interface. These content types
would have different IDs in the different farms. If you backed up and restored
the whole site collection the content types (including the ids) should have come
with the backup. Did you backup the whole site collection or just a site?
