Custom rights in News area

I have granted rights to someone to create and manage content in a sub
area of the NEWS area (called Internal News). I gave them the rights
to do everything but create, edit the area. Basically a web designer
WITHOUT the following permissions:
Create Area - Create an area on the portal site
Manage Area - Delete or edit the properties for an area on the portal
site
Manage Area Permissions - Add, remove, or change user rights for an area

Yet they cannot edit a news item they created.

Do I have to make everybody a Web Designer to have them edit their own
content?

My personal guess is that the Manage Area permissions  is the required item.
