Custom permission level

I've got a bit of a challenge here or perhaps I am my own challenge :) I need
to create a single document library where most users would only have access to
view and edit only their own items and a select group would have full access to
all documents. I cannot create a separate document library for every user that
will be submitting documents there as that would be in the thousands. Any
suggestions would be extremely welcome.

Setting permissions on individual documents  is very time consuming and prone to
error. I would recommend you create  an Event Receiver that will set the
permissions automatically.

Custom permission  level is time consuming and difficult with
sharepoint default function. You can try the third part sharepoint
add-ons.
