Custom MOSS permissions

Is there a way to be a bit more granular with site permissions?
I would like to have a group of users be able to modify lists and
libraries, create a site, but not be able to edit a page in terms of
dragging on and off web parts..
Is such a thing possible?

You can either set permissions  on the page  (or pages library) itself, or
enable/disable personalization for the user to avoid/allow personal
views of pages.
