Can you use a CSV file with the Business Data catalog?

I need to gather data into a list from a CSV which is dumped to a file location nightly. Can this be done using the bdc? Or is the bdc just for databases?

It should. The BDC can generally access any data  that can be accessed using ADO.NET.

Another option could be write a webservice that can expose the CSV data  to sharepoint and consume that web service using BDC (use LINQ to csv for querying csv file, if you search you can get examples)
I would still consider like fernando suggested upload CSV data to SQL table and hookup BDC to this database or you could create a custom list  and upload the CSV data in custom list (right approach would depend on your scenario) BDC is not really meant for accessing csv files, its meant as a way to easily view LOB data that is otherwise exposed via LOB apps from sharepoint without having to write much custom code
